Monitoring and Evaluation: Assessment of Educational Programs

How should we innovate higher education in developing countries? Our educational institutions always receive criticism that they are not achieving the desired outcomes. Students and parents want to see mastery beyond average. Employers want highly skilled workers right after graduation. Policy-makers want to see tangible improvement in society. The education industry has experienced changes over the years to address various critiques. The emphasis on personalized learning and the move towards a liberal arts curriculum are two instances of improvements made. However, issues seem to rise one after solving the other in the education sector. We must understand what our educational systems are doing well and what they are not doing well in order to improve educational outcomes. In this presentation, I discuss the importance of Monitoring and Evaluation in enhancing quality education. I point out that there are several difficulties with monitoring and evaluation, including a lack of clarity in its principles and a lack of public access to assessment procedures. Yet, I stress that Monitoring and Evaluation is still crucial for managing programmes and improving learning.
